The foundation will start, and in the next years - depending on the availability of funds - it will raffle up to 40 basic inheritance at 20.000 €.
The basic inheritance can be used for education or a start-up, for buying apartments or building houses, capital investment or private old-age provision. The purpose of the basic inheritance is to level economic chances at the start of young adults and to stimulate personal empowerment - not only in economic terms.
According to a legally determined distribution key, a deceased person's assets are transferred to the physically related relatives.
Before his/her death, the testator decides who will own his/her estate later.
It's inclusion to the inheritance law is urgently required to provide all those who do not have wealthy parents or patrons with minimum seed capital for their lives. This is half of the population.
Every citizen can take up the basic inheritance once in a lifetime at the age of 30. It is paid from a fund fed by a small levy on larger inheritances. Only about 5 % of the annual inherited estate will be required to finance the basic inheritance fund.
The person entitled to basic inheritance chooses an asset on the free market, which is then paid out of the basic inheritance fund. He/she must keep this property for three years after which he/she is entirely unrestraint in using it. If the money is to be used for training before 30, the basic inheritance can be used earlier.
In principle, anyone who has not yet inherited or received major gifts by the age of 30, is entitled to a basic inheritance. If someone inherits private assets later, he/she pays the basic inheritance back into the fund. However, he/she only repays a maximum of 20 % of those privately inherited assets. This means that he/she must only fully refund the basic inheritance if later inheritance amounts 100,000 € or more.
